PSK31 - A Suggested Wobbler Source

One suggestion offered for the Wobbler was that it might be stations transmitting the PSK31 modulation mode on USB, a common occurrence on HF, and widely used by Ham operators.

A WAV file sample recording was located on the Internet and evaluated.  My conclusion is that PSK31 modulation does not match the Wobbler signal.  The WAV file and the FFT spectrogram of it are included for evaluation of others.
